ERCOT Market


ERCOT is the Electric Reliability Council Of Texas. which manages the flow of electric power to approximately 20 million Texas customers - representing 85 percent of the state's electric load and 75 percent of the Texas land area.

Demand Response in ERCOT

ERCOT has two Demand Response programs:

  1. Load Acting As a Resource (LaaR)
  2. Emergency Interruptible Load Service (EILS).

LaaR

LaaR is a program that allows customers to bid their Demand Resources into the wholesale ancillary services market, for which they are paid the market price for cleared bids. This program is suitable for large loads and customer requirements are greater than other DR programs. The program requires a 10 minute response time. Customers are paid the daily market clearing price for their cleared bid, whether they are called on to provide services or not. LaaR customers must meet substantial communication and testing requirements to become qualified to participate, and are subject to Under Frequency Relay (UFR) control of load resources.

EILS

EILS is an Emergency Interruptible Load Service that ERCOT procures to maintain grid reliability and reduce the likelihood of the need to shed firm load. ERCOT may procure up to 1000 MW of capacity for each contract period. Customers can not participate in ERCOT's LaaR program and EILS concurrently. Contract Periods for EILS capacity are:

  1. June through September
  2. October through January
  3. February through May.

ERCOT will request bids and determine base load from Qualified Service Entities (QSEs), for each interested Resource, prior to each EILS contract period. Bid awards are at ERCOT's sole discretion with consideration to least cost bid per MW of capacity; geographic locations; effects on zonal or local congestion; and historical bids. In order to participate, an EILS Resource must declare a minimum amount of 1MW for each time period committed.

An EILS customer has a 10-minute response time and subject to a maximum of two (2) dispatch instructions per EILS Contract Period, and a maximum of 8 hours of dispatch instructions per EILS contract period or until released by ERCOT. A customer can select the hourly time periods they can participate from the following options:

  • Round the Clock (24 hours every day)
  • Business Hr 1 (8am-1pm M-F)
  • Business Hr 2 (1:01pm - 4pm M-F)
  • Business Hr 3 (4:01pm - 8pm M-F)
  • Non-Business Hours - All other hours
